Portugal as a Gateway for European Innovation
Portugal is at a pivotal moment in its innovation journey. With growing global recognition, an increasingly vibrant startup scene, and a new generation of entrepreneurs and researchers, the country has the potential to become a southern European gateway for innovation, creativity, and impact. The EIT Community RIS Hub Portugal plays a key role in this transformation — helping unlock local potential, strengthen connections across sectors and regions, and bring the power of Europe’s largest innovation network closer to those who are building the future.
Although still classified as a Moderate Innovator by the 2023 European Innovation Scoreboard, Portugal is rapidly rising. It ranks 12th in the Startup Genome Top 100 Emerging Ecosystems and 6th in the DEEP Ecosystems Startup Heatmap. Lisbon was named the European Capital of Innovation and is home to Web Summit, one of the world’s leading tech events — milestones that reinforce the country’s status as a dynamic startup nation.
The ecosystem includes over 4,000 startups, representing around 1% of national GDP. According to Informa D&B (2022), Portuguese startups generated over €2 billion in turnover, created 25,000 jobs, and contributed significantly to services exports. Six unicorns with Portuguese DNA operate globally, and the national scaleup ecosystem is growing twice as fast as the European average.
Portugal is also a strong performer in international talent metrics. It ranks 25th in the IMD World Talent Ranking, 9th in EF’s English Proficiency Index, and 13th in the OECD Talent Attractiveness Indicators. The country’s universities are playing an increasingly active role in R&D and entrepreneurship — offering high-quality academic programs, investing in patent development, and supporting idea-to-business journeys through top-ranked incubators and accelerators.
Private-sector R&D investment is also expanding, with large corporations collaborating more actively with startups and scaleups. On the public policy side, new measures in 2023 included:
- Startup and scaleup recognition status with tax benefits
- A revised stock option regime for startups
- Strengthened R&D tax incentives (SIFIDE)
- Dedicated public investment instruments for startups, foreign entrepreneurs, and innovation support infrastructure
Despite this momentum, challenges remain. Limited collaboration between academia and industry, early-stage and scaleup funding gaps, and the need to professionalize and internationalize ecosystem practices continue to hold back the country’s full potential.
The EIT Community RIS Hub Portugal aims to help address these gaps. By facilitating collaboration among stakeholders, promoting cross-KIC synergies, and connecting local talent with European education, innovation, and business creation opportunities, the Hub contributes to a more cohesive, empowered, and future-ready national ecosystem.
From researchers in the Azores exploring sustainable food solutions with EIT Food, to health entrepreneurs scaling their impact with EIT Health, the EIT Community is already helping Portuguese innovators grow, connect and lead on a European stage.
About the EIT Community RIS Hub
The EIT Community RIS Hub Portugal is a national coordination platform that brings together multiple Knowledge and Innovation Communities (KICs) to strengthen the country’s innovation ecosystem and foster European collaboration.
Part of the European Institute of Innovation and Technology (EIT), the Hub supports innovators, entrepreneurs, researchers, and students in addressing global challenges while generating sustainable economic growth and jobs.
The Hub focuses on three main pillars of the EIT strategy:
- Empowering the next generation of entrepreneurs through education
- Supporting the development of innovative products and services
- Boosting the growth and internationalisation of startups and scaleups
With active participation from EIT Food, EIT Health, EIT Manufacturing and EIT Urban Mobility — and close collaboration with the EIT Health InnoStars Office — the Hub promotes synergies across sectors and regions, including Portugal’s outermost regions of Madeira and the Azores.
Its mission is to act as a gateway between Portugal and Europe, by connecting local actors to EIT programs, funding, knowledge, and partnerships. It also plays a key role in aligning efforts between national and European innovation strategies, while giving visibility to Portuguese initiatives on a global stage.
By gathering students, researchers, entrepreneurs, corporates, public decision-makers, and investors, the EIT Community RIS Hub Portugal fosters an inclusive and collaborative space for innovation to grow — from early ideas to global impact.

EIT Funding & Impact
The contribution of the EIT Community to Portugal’s innovation ecosystem has been both strategic and substantial — with measurable results across education, entrepreneurship, and innovation.
Key results to date:
- 204 Portuguese startups supported by EIT initiatives
- 54 Portuguese women entrepreneurs empowered through targeted support
- €16.66 million in investment attracted by EIT-supported ventures
- 34 innovations developed in Portugal launched to market
- 51 graduates from EIT-labelled Master’s and PhD programs
- 7,000+ participants in non-labelled education and training activities
In 2022 alone, Portugal received €13.25 million in EIT funding — €4.42 million more than in 2021. This funding was channelled through the EIT’s KICs, with a strong focus on higher education and SME support. EIT Food played a leading role in mobilising funding for Portuguese SMEs.
These results reflect a growing alignment between Portuguese innovation priorities and the EIT’s mission. They also reinforce the importance of the EIT Community RIS Hub Portugal in mobilising national talent and connecting it to European knowledge, capital, and opportunity.
As Portugal continues to evolve as a global innovation player, the EIT Community will remain a key partner in empowering local actors, amplifying impact, and building the future — together.

Carolina Sampaio Dinis
EIT Community Officer Portugal
Carolina Sampaio Dinis is a connector by nature and a strategist by training. With a background in Biomedical Sciences, an MBA, and a Master’s in Innovation and Entrepreneurship underway, she navigates the worlds of science, business, and ecosystems with ease.
As the EIT Community Officer for Portugal, Carolina supports the growth of the national innovation ecosystem by connecting entrepreneurs, startups, researchers, and institutions to the pan-European network of the European Institute of Innovation and Technology (EIT).
Her career path spans the health, insurance, and innovation consultancy sectors — experience that has shaped her systemic thinking and people-centered approach. She also brings valuable insight from founding and growing a digital startup, which deepened her understanding of the real challenges faced by entrepreneurs. Before taking on this role, she was Innovation Lead at EIT Health InnoStars, where she supported early-stage startups and facilitated strategic partnerships.
In her current role, Carolina focuses on supporting local partners in developing new projects and fostering greater stakeholder engagement. She works to connect Portuguese innovators with their European counterparts, opening up opportunities to meet international investors, access strategic resources, and grow across new markets — within the 9 EIT innovation areas: Health, Digital, Energy, Food, Urban Mobility, Culture & Creativity, Manufacturing, Climate, and Raw Materials.
Carolina is also the creator of Innovation Pill, a personal project where she shares accessible, bilingual content on innovation and entrepreneurship. Through this initiative, she inspires others to take the first step, demystify complex concepts, and turn ideas into action.
She believes innovation becomes truly powerful when it’s accessible — and when people are empowered to make ideas happen.
